Why “public” is not automatically cheap for you
Public universities are state-funded, so residents pay low tuition (an average of $11,950 a year). International students are not residents and pay the out-of-state or international rate — an average of $31,880, not far off private colleges. The right question is not “public or private” but “what does an international student actually pay here”.

Look past tuition: total cost is the number you must prove
Your I-20 proof of funds covers housing, food and insurance too. A-State’s official 2026–27 estimate for an international student at 12 credits a semester is $29,646 a year, with residence-hall doubles from $2,730 a semester — living costs in Jonesboro are far below those of big cities.
What to check before choosing a “low-cost” university
- The tuition rate for international students — not the in-state rate advertised on the home page
- Total first-year cost: tuition, mandatory fees, housing, food, health insurance
- Institutional accreditation and SEVP certification to enrol F-1 students
- Scholarships or reduced rates for international students — and whether they can be combined
- Local living costs, above all rent
- Whether your programme is on the STEM list (up to 3 years of OPT)

Why is A-State below the average?
A-State charges international undergraduates $626 per credit, or $355 when the application is filed through the A-State office (agent code VNI). Living costs in Jonesboro, Arkansas are low too.
Does low tuition mean low quality?
Not necessarily. Check institutional and programme accreditation. A-State is an accredited public university with Carnegie R2 research status; programmes such as Nursing, Engineering and Business hold their own specialist accreditation.
